You fill out a survey about your makeup preferences and then Ipsy sends a bag geared to your preferences. Once you get your bag, you can review your items online, and tell Ipsy what you think. When you complete reviews, you earn points, which can be redeemed for special items.They have already released a spoiler for August I will keep adding to this post, as more spoilers come in.

What's in the bag? Each month, subscribers will receive a beautiful Glam Bag with deluxe samples and full-sized beauty products. Members can watch and play along with the stylists with the same products that they are using.
Shipping: The Glam Bag is available only in the United States and its territories, PO Boxes, and APO, DPO and FPO boxes, and, most recently, Canada and its military locations around the world.
When will I get my Ipsy? Glam Bags are shipped around the middle of every month. You can expect your Glam Bag to arrive within 7-10 business days after it has shipped. You will receive an email with tracking information once your order ships.
When am I billed? You are billed the 1st of the month

I’m a subscriber and I got this email too
I was satisfied with the mascara and lip balm and the pore refiner was okay but the liner was so small it’s unusable and as well as the Coastal Scents blush. The bag is cute but plastic and cheep looking. Looking to give them two more months before canceling. I was excited being on the wait list but not happy with the tiny samples. They could have been deluxe. We did get one full size item at least. I guess with the wait list I expected more. Meh.. Idk
